Cabinet meeting chaired by Chief Minister Chouhan concludes

Bhopal, Dec 8

A virtual meeting of the Cabinet was held today under the chairmanship of Chief Minister Shivraj Singh Chouhan. The Cabinet has given revised administrative approval for a proposal of Rs. 223 crore 75 lakh instead of Rs 202 crore 40 lakh issued earlier for the under construction 300-bed hospital Medical College Shivpuri.

The Cabinet has granted revised approval of Rs 479 crore 27 lakh for the buildings to be constructed for the 2000-bed hospital in Gandhi Medical College Bhopal campus in accordance with the provisions of the National Building Code 2016, which includes increase in quantity of steel and concrete due to construction work as per the new seismic and fire safety standards, installation of various equipment and doors for fire protection as per new fire rating and other construction works.

National Lake Conservation Programme

The Cabinet has granted approval for the state government to spend a total amount of Rs 111 crore 55 lakh with an additional third revised required amount of Rs 19 crore 55 lakh for environmental upgrading and conservation scheme of Shivpuri lakes under the centrally sponsored scheme National Lake Conservation Programme and continue the scheme. It has a central share of Rs 29 crore 4 lakh and state share of Rs 82 crore 51 lakh.

Digital India Land Record Modernization Programme

In another decision, under the Digital India Land Record Modernization Programme of the Government of India, the remaining work of the survey resurvey of the state will be completed with technical support of departmental staff of Revenue Department and MAP IT in place of external agency. Out of the total estimated expenditure of Rs. 293 crore for the completion of the work, an amount of Rs. 228 crore 54 lakh will be used by the Government of India for the survey resurvey, the remaining amount of Rs. 64 crore 46 lakh will be spent under the demand number of Revenue Department by including the provision of budget of Rs 32 crore in the year 2022-2023 and Rs 32 crore 46 lakh in the year 2023-2024.

Metro Rail Project

The Cabinet took decision in relation to the eligibility matrix for land acquisition, rehabilitation and resettlement for the implementation of metro rail project in Bhopal and Indore cities. Rehabilitation policy framework for the implementation of Bhopal Metro Rail Project and Indore Metro Rail Project under which the eligibility matrix provides for appropriate / equivalent compensation in Land Acquisition, Rehabilitation and Resettlement and Transparency Rights Act 2013, better / equivalent compensation and rehabilitation and resettlement Action on land acquisition, rehabilitation and resettlement will be done under the Land Purchase Policy 2014 with the mutual consent of Madhya Pradesh government. If the consent for this is not given by the affected person, his family or a member of his family action will be taken through Appropriate Compensation and Transparency Rights Act 2013 in Land Acquisition Rehabilitation and Resettlement and Appropriate Compensation and Transparency Rights Act 2015 in Land Acquisition, Rehabilitation and Resettlement.

Increase in contract executed between Lok Seva Kendras operators and District e-governance Society

The Cabinet decided to end the eligibility gap funding entitlement of all public service centers in the state in the lockdown period as per the tender, due to closure of public service centers during the lockdown period (25 March to 31 May 2020) following Corona pandemic. Also, according to the tender, approval was also given to extend the contract between the public service center operators and the district e-governance society for a period of three months.

Proportional rebate in bar license fees

The Cabinet has approved the order dated November 10, 2020 issued by the Commercial Tax department to grant a proportionate exemption in bar license fees to all the stakeholders of tourism and hospitality sector during the lockdown period (from 1 April to 31 August 2020) due to Covid-19 pandemic.

Approval of bills

Madhya Pradesh Municipal Law (Second Amendment) Ordinance 2020 notification dated 26/9/2020 has been released. In place of the said ordinance, the Madhya Pradesh Municipal Law (Second Amendment) Bill 2020 is to be restored in the forthcoming Legislative Assembly. The Cabinet granted approval to the Madhya Pradesh Municipal Law (Second Amendment) Bill 2020 to amend the various sections of Madhya Pradesh Municipal Corporation Act 1956 and Madhya Pradesh Municipality Act 1961.

Approval of toll collection

The Cabinet has granted approval to the collection of consumer fee (toll) till the appointment of investor / contractor through the agency on 13 routes selected by Madhya Pradesh Road Development Corporation. Besides, the corporation also approved the use of the amount received from the toll through the State Highway Fund.

The 13 routes include Hoshangabad-Pipariya Road, Hoshangabad-Timarni Road, Harda-Ashapur-Khandwa Road, Seoni-Balaghat Road, Raisen-Garratganj-Rahatgarh Road, Pipariya-Narsinghpur-Shahpur Road, Dewas-Ujjain-Badnagar-Badnawar Road, Rewa- Beohari Marg, Beohari-Shahdol Road, Ratlam-Jhabua Road, Gogapur-Mahidpur-Ghosla Road, Malehra-Laundi-Chandla Road and Chandla-Sarvai-Gaurihar-Matound Road.
