Amendment in sand rules to speed up construction works

Chairing the cabinet virtually, Chief Minister Shivraj Singh Chouhan on Tuesday granted approval to extend the operation of Dial 100 scheme with the pre-contracted firm at the approved rates of tender in the contract period for six months i.e. from 1st April to 30th September, 2020 and again for six months i.e. 1st October 2020 to 31 March 2021.

Amendment in Madhya Pradesh Sand Rules 2019

The Cabinet granted approval to amend the Madhya Pradesh Sand (Mining, Transportation, Storage and Trading) Rules 2019. The amendments will ensure uninterrupted supply of sand minerals in the state. This will speed up construction work and create employment opportunities for workers. It will also have an impact on the revenue income of the state government.

According to the amendment, the period of sand mining in the sand mines approved in the state will be calculated from the date of issue of letters of intent in place of the date of contract. If the contract is not executed even after having obtained all the statutory permissions by a tenderer of the sand group, then the security deposit which deposited by him as penalty will be seized.

For the approval of mineral storage license a radius of 5 km from the mine has been restricted. After this, the contractor of sand mineral group and the contractor of sand mineral authorized by the government can be granted mineral storage license outside the 5 km limit and within 8 km radius from the approved mine in their favour. Government departments can be granted permission for extraction of sand mineral from the mines of the sand mineral groups are vacant in order to ensure supply of sand minerals in the works.

Pending Mineral Revenue Recovery Scheme

The Cabinet has approved a scheme for recovery of mineral revenue pending under the Department of Mineral Resources. The scheme has provided rebate on interest in pending mineral revenue of the year 1960-61 to 2009-10. Similarly, the entire interest in the outstanding amount of Rs 5 lakh from the year 2010-11 to the year 2017-18 has been exempted. As much as 18 percent exemption has been given on the interest in the pending amount of Rs 5 lakh to more than Rs 1 crore in this period.

After the rebate, recovery of Rs 45 crore 14 lakh with interest against the original outstanding amount of Rs 43 crore 81 lakh will be ensured. The scheme will remain in force till 31 January 2021. If a court case against the mineral dues is prevalent, then the amount can be withdrawn if the amount is deposited under this scheme. Recovery of pending dues will be ensured from the scheme.

Light house project

The Cabinet has granted approval for MoU between state government and the Government of India for the implementation of the light house project under the Pradhan Mantri Awas Yojana Urban. In addition, according to the proposal presented by Indore Municipal Corporation, the state government has approved to provide a sum of Rs 10 crore 24 lakh on the basis of contribution of Rs one lakh per house. The Ministry of Housing and Urban Affairs has designed a light house project under the Global Housing Technology Challenge to promote new building construction techniques under the Pradhan Mantri Awas Yojana Urban. Its objective is to complete projects in minimum time using new innovative manufacturing techniques and to promote these technologies for future use. As many as 22 towns of 14 states took part in the scheme. Out of these, Indore city has been selected from the state in total six cities in the country. About 1024 E.W.S. houses with pre-fabricated sandwich panel system technology will be constructed in the project.

Other decisions

The Cabinet has taken the decision to continue 375 temporary posts under the Public Relations Department from March 1, 2020 to February 28, 2021 for publicity of government policies, programmes and public welfare schemes.

The Cabinet has decided to nominate the Director General of Madhya Pradesh Jan Abhiyan Parishad Director General for new post, Director General Madhya Pradesh Jan Abhiyan Parishad as Member Secretary of Governing Body and Chairman of Executive Assembly in the context of fulfillment of the basic objectives of the institution with a view to facilitate administrative work. Partial amendments were made in dedicating the post of Director Administration and the requirements for the post of Executive Director.

The Cabinet has approved an amendment to make uniform the offficial title (padabhidhan) of judicial officers in accordance with the directive of the Supreme Court of India. The Shetty Pay Commission (First National Judicial Pay Commission) has recommended the adoption of a uniform inculcation of members of the Higher Judicial Service and Lower Judicial Service in the country which has been approved by the Supreme Court in the writ petition (Civil) All India Judges Association against Union of India and others in the decision passed on 8 February 2001.

The Cabinet approved to provide government guarantee for working capital loan / cash credit facility for the power companies of the state. In principle approval was granted to provide government guarantee for credit facility / working capital loan to be obtained from financial institutions / banks for the next 5 years as per the limit fixed in UDAY scheme by the M.P. Power Management Company and all the three power distribution companies. Cash credit facility of Rs. 3200 crore will be provided for MP Power Management Company under the said limit, in the financial year 2020-21, and a guarantee for working capital loan of Rs. 4900 crore for distribution companies.

In Principle approval was granted to provide government guarantee for credit facility / working capital loan for the next 5 year limit set by the Electricity Regulatory Commission for Power Generating / Transmission Company Limited. Guarantee for a working capital loan of Rs. 1300 crore will be provided for the power generating company as there is no requirement of guarantee for the power transmission company in the financial year 2020-21.

Approval of the renewal of guarantee to banks / financial institutions for the above mentioned cash credit limit / working capital loan sanctioned for power companies will be given by the Finance Department for the next 5 years. A guarantee fee of only 0.5 percent will be charged on the said proposed guarantee.
