Chief Minister Shri Shivraj Singh Chouhan has said that an ordinance is being brought to ensure the delivery of public service to citizens within the stipulated time. Now if the marked public service is not provided by the officer within the stipulated time, the services will be available to the citizens automatically. This will be termed as deemed service. This is a revolutionary step of the state government in public interest.
Chief Minister Chouhan said that under the Madhya Pradesh Delivery of Public Service Guarantee Act, public services are to be provided to the applicant by the officer within the time-limit and penalty is imposed on the officer for not providing the services within the stipulated time to the applicant. The amount received as fine is given to the applicant. This provision has been made more effective in public interest. This Act is being amended through an ordinance to make the provision that if the service is not provided by the officer to the applicant till the prescribed limit of service delivery, then those services will be automatically received by the applicant after the prescribed time limit.
Madhya Pradesh Religious Freedom Ordinance-2020
Chief Minister Shivraj Singh Chouhan said that the amendment of Madhya Pradesh Religious Freedom Act through an ordinance provides for strict punishment for the illegal conversion of women, girls, especially minors, Scheduled Castes, Tribals. In this, imprisonment ranging from minimum 2 years to maximum 10 years and penalty of Rs 50 thousand can be given. Religious conversion by greed, allurement, fear, temptation, concealment of identity or conversion with wrong intentions is punishable. Such crimes are happening on a large scale in Madhya Pradesh. This cannot be tolerated. There is a provision of severe punishment for religious conversion by hiding one’s religion or through misinterpretation. He said that there is provision of imprisonment from minimum five years to maximum 10 years and penalty of minimum Rs one lakh for committing mass conversion of two or more persons against the Act at the same time.
Chief Minister Chouhan said that parents, siblings of the person who has been converted against the provisions of the Religious Conversion Act, will be able to file complaint at the police station. Other relatives of the victim, legal guardian and guardian of the adoptee will also be able to obtain orders from the competent court through libel. The offenses registered under the proposed Act will be cognizable and non-bailable. The Sessions Court will be authorized to hear them. This ordinance is being sent to the Governor.
