The normal function of High Court of Chhattisgarh will stand suspended from April 14 to 21 after Bilaspur Collector and District Magistrate imposed lockdown in the district and declared all areas under Bilaspur district as containment zone due to spike in the number of COVID19 cases. In this regard, In-charge Registrar General of the High Court Sanjay Kumar Jaiswal has issued an order.
High Court of Chhattisgarh made various arrangements in respect of functioning of the High Court from April 14 to 21. Considering the extraordinary situation, normal functioning of the Court will stand suspended during the above period. The functioning of the High Court during the said period will be bare minimum with minimum support staff to be deputed on rotation basis, to deal with extremely urgent cases, as to be decided by Chief Justice P R Ramachandra Menon or by the Judge, nominated by the Chief Justice in this regard. The extreme urgency of such cases will be substantiated by filing necessary proceedings before the Registrar (Judicial) / Additional Registrar (Judicial), as is the practice prevalent in the High Court, during holidays. There will not be any regular listing of the cases during the aforesaid period. No filing of fresh cases will be allowed. However, the above period will not be counted for working out the period of limitation. During the aforesaid period, all the other Officers/Officials of the High Court will ‘work from home’ and will make themselves available as and when their services are so required by the concerned Section In-charge. The Registrar General shall call for the staff as may be required for the aforesaid skeletal functioning of the High Court. The Officers/Officials will not leave the Headquarter and will report for duty without any lapse immediately on call.
In addition to above, if the Collector and District Magistrate extends the lockdown in Bilaspur District beyond the aforesaid period, then these arrangements regarding functioning of the High Court will continue during the extended period. After completion of period of lockdown/containment zone, the functioning of the High Court will be resumed by reverting back to the system, which was prevailing prior to April 14 as per the arrangements made vide Registry through its previous order. All the above arrangements will be subject to further modification, if any, issued from time to time, the order stated.
